The former San Francisco City Hall employee who had an affair with Mayor Gavin Newsom benefited from unusual treatment before and after she left her job to be treated for substance abuse… Ruby Rippey-Tourk appears to be the only city employee ever granted catastrophic-illness pay for treatment of alcohol addiction… Payments under the catastrophic-illness program typically are reserved for people with cancer, AIDS or other life-threatening illnesses. Rippey-Tourk received $10,154 after the fact for a 10-week period last summer while she was on leave from her city job as Newsom's commission appointments secretary.
